Mrs Tsigereda (“Ziggy”) Lovegrove is an Australian and New Zealand construction and planning lawyer, international law reform contributor, and construction dispute resolution advocate with expertise in building regulatory compliance, dispute resolution systems, and regulatory reform initiatives.
Mrs Lovegrove practises with Lovegrove & Cotton Construction & Planning Lawyers, one of Australasia’s most established construction law practices. Her work includes complex building disputes, practitioner disciplinary proceedings, Building Appeals Board matters, cladding litigation, planning disputes, regulatory compliance matters, and front-end construction law advisory work across multiple jurisdictions.
She is admitted to practice as a Barrister and Solicitor of the High Court of New Zealand and has participated in trans-Tasman law reform law reform advisory initiatives concerning proportionate liability reform and associated building regulatory liability settings involving New Zealand’s Ministry of Business, Innovation and Employment.
Mrs Lovegrove is also Secretary of the IBQC Dispute Resolution Coalition, an international coalition comprising senior jurists, construction lawyers, academics, arbitrators, mediators, and regulatory experts from a range of jurisdictions. In that capacity, she assists with coordination of international
collaboration concerning construction dispute resolution systems and building regulatory reform discourse.
Mrs Lovegrove has a particular interest in emerging economy building regulatory architecture and construction dispute resolution system design. Through her work on the IBQC Africa Desk, she contributes to dialogue and advocacy concerning international best-practice approaches to practitioner accountability, regulatory reform, and modern building control frameworks in developing jurisdictions.
She has co-authored and contributed to aspects of IBQC guideline development relating to dispute resolution systems, emerging economy regulatory frameworks, and international best-practice approaches to building control reform.
Originally from Ethiopia, Mrs Lovegrove migrated first to New Zealand and later to Australia, where she established a distinguished professional career while mastering English as a second language. Her professional trajectory reflects resilience, leadership, international engagement, and a longstanding commitment to professional excellence.
In her former capacity as Consular Attaché to the Ethiopian Honorary Consulate in Victoria, she assisted with diplomatic liaison, community engagement, and official consular initiatives during the tenure of Professor Kim Lovegrove as Honorary Consul for Ethiopia in Victoria.
Through her work with the IBQC and Lovegrove & Cotton, Mrs Lovegrove contributes to international thought leadership concerning construction dispute resolution systems, regulatory accountability, and modern approaches to building control reform.
